QA/QC Supervisor - Local Operations

Location: Phoenix, AZ (On-Site)

Compensation: $55-$70/hour + Overtime Available

Relocation Assistance/Per Diem: Negotiable

Position Summary

We are seeking an experienced QA/QC Supervisor - Local Operations to lead quality assurance and quality control efforts across multiple construction and fabrication projects within a defined geographic area. This role serves as the primary QA/QC leader for assigned projects, providing direct oversight of quality personnel, managing quality risks, ensuring compliance with applicable codes and standards, and supporting successful project execution from fabrication through field installation and turnover.

The ideal candidate will bring strong leadership experience, deep knowledge of ASME piping codes and welding quality requirements, and a proven track record of managing QA/QC programs in industrial, commercial, mechanical, or process piping construction environments.

Key Responsibilities

Leadership & Team Management

  • Lead and develop the QA/QC project team, establishing clear expectations and promoting accountability.
  • Coach, mentor, and support the professional growth of QA/QC personnel.
  • Supervise Quality Control Inspectors, QA/QC Supervisors, QA/QC Administrative Staff, QA/QC Level II VT personnel, and QA/QC subcontractors.
  • Provide project quality expectations and onboarding support to new inspectors.
  • Direct technical and administrative staff engaged in quality assurance activities.

Quality Assurance & Quality Control

  • Plan and conduct inspections, testing, analyses, and quality evaluations to ensure compliance with project requirements.
  • Execute and audit project-specific Quality Control Plans to verify adherence to company procedures and contractual obligations.
  • Lead First-In Inspections to reduce fabrication and installation risks while minimizing rework costs.
  • Review design documentation, quality manuals, welding procedures, and quality records for compliance with applicable standards.
  • Apply Statistical Process Control (SPC) methodologies to evaluate processes and identify improvement opportunities.
  • Document all QA/QC activities in accordance with company policies and procedures.
  • Develop corrective actions and process improvements based on quality findings and trends.

Project & Field Oversight

  • Serve as the primary QA/QC point of contact for all assigned projects.
  • Conduct routine jobsite and fabrication shop visits.
  • Verify compliance with ASME codes, project specifications, customer requirements, and company QA/QC procedures.
  • Participate in system walkdowns, hold-point inspections, pressure testing, and turnover readiness reviews.
  • Attend weekly project meetings to review quality status, upcoming activities, and project milestones.

Quality Issue Resolution & Risk Management

  • Lead the identification, documentation, investigation, and resolution of nonconformances and quality deficiencies.
  • Ensure NCRs, corrective actions, and reinspection activities are completed effectively and in a timely manner.
  • Serve as the escalation point for unresolved field quality concerns.
  • Monitor quality trends and proactively address systemic issues.

Client & Contractor Coordination

  • Collaborate with General Contractor Quality Assurance Managers regarding inspection planning, audits, compliance requirements, and nonconformance resolution.
  • Work closely with Project Managers, Superintendents, Engineering, Fabrication Leadership, Safety Teams, and Regional QA/QC Management.
  • Support client audits, inspections, and third-party verification activities.
  • Provide ongoing quality status updates, staffing recommendations, and project readiness reports.

Staffing & Resource Planning

  • Ensure QC staffing levels align with project schedules and workload demands.
  • Assign inspectors and QC personnel based on project complexity, risk, and resource needs.
  • Support workforce development and maintain consistent inspection practices across all projects.

Qualifications

Required Experience

  • Associate degree from a two-year college or technical school, or equivalent combination of education and experience.
  • Minimum 10 years of overall industry experience.
  • At least 8 years of Quality Control experience involving:
    • ASME B31 piping codes
    • Industrial and commercial construction
    • Fabrication and welding operations
    • Non-Destructive Testing (NDT)
    • Mechanical and process piping systems
  • Minimum 5 years of experience as a Certified Welding Inspector (CWI).
  • At least 3 years of experience supervising and managing direct reports.
  • Demonstrated experience leading QA/QC programs on active construction projects.

Preferred Experience

  • 5+ years of construction QA/QC experience in:
    • Industrial construction
    • Process piping
    • Semiconductor/high-purity environments
    • Hydronic HVAC and mechanical systems
  • 3+ years in a QA/QC leadership or supervisory role.

Certifications

Preferred certifications include:

  • AWS Senior Certified Welding Inspector (SCWI)
  • AWS Certified Welding Inspector (CWI)
  • ICC Mechanical - Commercial Certification

Technical Knowledge

  • Strong understanding of:
    • ASME B31 Codes
    • ASME Section IX Boiler & Pressure Vessel Code
    • Welding procedures and qualifications
    • Brazing procedures and qualifications
    • Inspection Test Plans (ITPs)
    • QA/QC program development and implementation
